Product Area Summary:

Provide a full spectrum of training and training system support including: extensive operational and training experience to Research Psychologists and Human Factors Engineers working numerous NAVAIR Orlando projects in pursuit of optimal manning, systems design and training solutions across all Naval warfare areas; development and sustainment of course curriculum; provide experienced instruction in a broad range of settings, e.g., classroom, laboratory, and fleet/field environments; provide subject matter expertise (SME) support in the Operational environment; as well as Concept of Operations (CONOPS), Doctrine, and tactics, techniques, and procedure (TTP) development during Maritime and Joint Operational exercises. 

Additionally, personnel provide technical, disclosure/releaseability, and administrative support for Foreign Military Sales (FMS) training administered at the Center for Surface Combat Systems (CSCS).

Provide coordination and subject matter expertise to track TTP developed to mitigate issues as part of a larger Navy process for sustainable training products (per NSWCP criteria 1); Interoperability Certification Committee team support for NSWCP criteria 5 and 6; and Manpower, Personnel and Training (MPT) support for NSWCP criteria 16. Provide training and systems engineering solutions to programs to mitigate issues identified during the platform certification process, ensuring that training products are developed and delivered as part of a sustainable and re-useable Navy process.

Recent Major Deliverables:
  • Maritime IAMD Planning System (MIPS) Support:
    • Wrote the Training Project Plan (TPP) for the Maritime IAMD Planning System, Course Identification Number (CIN): A-2E-0001
    • Developed the complete set of course materials for the MIPS IAMD Planning System (MIPS) Course of Instruction, CIN: A-2E-0001
    • Provide world-wide MIPS system installation testing and staff training.
    • Provide world-wide responsive training in support of MIPS installations at the Numbered Fleet Maritime Headquarters (MHQ) with Maritime Operations Centers (MOC) for the development of IAMD Regional Planning.
    • Provide Integrated Air & Missile Defense (IAMD) expertise in support of OPNAV N86/N865, Aegis BMD (PD452), COMSEVNENTHFLT, COMFIFTHFLT, Naval War College (NWC) Halsey IIIC and IVC groups, and other staffs as requested.
    • Co-authored the “MIPS User’s Manual” and “A Concept for Sea-Based Missile Defense Planning”
  • NAVAIR Orlando Training Systems Division:
    • Coordinated the testing and evaluation of performance measurement authoring protocols and software in the development of advanced training solutions.
    • Developed plans to evaluate human performance measurement, performance diagnosis and debriefing/after action review for distributed training exercises.
    • Co-authored a paper on challenges in the design of semi-automated performance measurement and assessment systems.
    • Assessed the training impact of manning initiatives, rating mergers and proposed transfers of maintenance responsibilities affecting crew members supporting the CVN(21) Air Wing.
    • Collaborated in the design of interactive diagnostic features in advanced electronic technical manuals.
    • Developed the Navy Training Systems Plan for LHA (6), a new amphibious ship with more than 1200 crew members.
    • Co-authored a paper identifying training issues related to the design of systems aboard the new Multi-mission Maritime Aircraft (MMA).
  • LCS Shore Based Trainer Support:
    • Develop and maintaining the curriculum and instructional media materials for the LCS Mission Control Center (MCC) Core course of instruction.
      • Specifically focused on the tactical employment of the Sea Frame's combat systems and self defense weapons systems specifically COMBATSS-21, EADS TRS/3D Radar, DORNA Gun Fire Control System and the MK 110 BOFOR MK 3 57MM Gun.
    • Train to the Train to Qualify (T2Q) requirements for the Defensive Systems Operator (DSO), Air Warfare (AWC) and Surface Warfare Coordinator (SUW) watchstations.
    • Support the LCS CLASSRON and the Afloat Training Group in their individual and crew certifications.
    • LAN systems administrator and on-site technician for the tactical training suite
      • Maintain and operate the three simulation systems, the Open Architecture Simulation System (OASIS) for MCC, the Virtual Maritime training System (VMS) for the Bridge and the Main Propulsion Control and Monitoring (MPCMS) OBT.
      • Operate and maintain the COMBATSS-21 LAN including the servers switches and consoles the MCC trainer, the Bridge Console Simulator LAN including the consoles, large screens and servers and the MPCMS Console LAN including the servers and LAN.
  • Foreign Military Sales (FMS) Support to CSCS, Dahlgren , VA
    • Coordinates and tracks the Training Implementation and Execution Plans for International Military Student AEGIS Combat System (ACS) training courses for four countries.
    • Developed a statistical analysis plan and metrics for tracking quality of life issues directed by SECNAVINST 4950.4A and collects/reports personnel, curriculum, and laboratory problems that impact efficient training.
    • Wrote and designed instructions and processes to control classified student notebooks from student arrival for training until notebooks are packaged and sent to the Security Assistance Officer in the appropriate country for distribution.
    • Wrote and published several instructions dealing with the coordination of Center for Surface Combat Systems disclosure and releasability procedures for Learning Sites and the process for responding to foreign national requests for curriculums of weapon systems purchased.
    • Drafted and submitted the Departmental input for the newly established SORM articles dealing with International Programs.
    • Coordinated the international meetings for the Maritime International Training Support Group attended by numerous countries, government agencies, and industry.
    • Coordinates, prepares, and sends International Military Student final Academic Reports to the appropriate country.
