Our team of human factors engineers and operational subject matter experts works alongside developers and system engineers to ensure the usability, efficiency, and effectiveness of tomorrow’s warfighting systems. We apply a team of Navy combat systems and operational experts to solve critical technical, operational and human performance problems that impact the interoperability of naval systems. BCI developed and produced Tactical Information Coordinator Technical Aid, or TIC TECHAID. It is the single operational guide providing the Navy's data link operators concise, validated and current procedures for establishing, operating and troubleshooting operational data links. This group also supports NAVSEA's Strike Force Interoperability (SFI) program in the area of systems certification including the analysis of trouble reports and impacts on operator workload.
Our team of prior military and civilian systems safety experts provide specialized systems safety engineering support to the Naval Surface Warfare Center Dahlgren Division, NAVSEA, PEOs and the Weapon System Explosive Safety Review Board (WSESRB). Our team provides operational safety support throughout the entire life-cycle, from development and acquisition to the deployment of ships, aircraft and battle groups, by performing extensive systems safety analysis and applying the Navy’s rigorous safety requirements (DoDI 5000.02, NAVSEAINST 5100.12 and MIL-STD-882). Through detailed systems analysis and full consideration of the operational and personnel aspects of safety related factors, our team provides comprehensive, timely, value-added deliverables and actionable safety-related knowledge to Principals for Safety, Technical Warrant Holders and other NAVSEA acquisition stakeholders in support of technical decision-making. Our team also provides Principals for Safety to US Coast Guard, NAVSEA and PEO Integrated Warfare Systems.

BCI’s training and training systems teams provide diverse support to our broad spectrum of customers. BCI also provides assistance related to foreign military training design and schedules and assisting with the acquisition of new international training projects. We support a variety of navy customers with an experienced team of experts who combine detailed unit, systems and subsystems technical knowledge with advanced operational experience and insight leading to operable and functional systems. With understanding of computer programs, systems hardware and operational requirements, this group supports government acquisition managers responsible for sensors, weapons, human computer interfaces and computer programs leading to systems certification and acquisition milestone decisions. Deliverables from this group include test plans, requirements tracing, program schedules, technical briefings, and analytic documentation.
